Report backs U.S. against Cuba Mig attack

WASHINGTON (CNN) -- The U.S. State Department [Cuba planes] says a soon-to-be-released International Civil Aviation Organization (ICAO) report supports the U.S. version of events in the February shootdown of two unarmed U.S. civilian planes by Cuban Migs.

Cuba had maintained the planes entered Cuban airspace. The U.S.insisted the planes did not.

Under-Secretary of State Peter Tarnoff said the ICAO briefed U.S. and Cuban officials in Montreal Thursday. The report is expected to be released in the next few days. He added that the report concludes the American aircraft were over international waters and Cuba did not follow standard international norms for warning the aircraft.

Cuban diplomats angrily rejected the report, saying it contained "fabrications" introduced by U.S. authorities.
